New kind of extinct flying reptile discovered

Feb. 4, 2013 ? A new kind of pterosaur, a flying reptile from the time of the dinosaurs, has been identified by scientists from the Transylvanian Museum Society in Romania, the University of Southampton in the UK and the Museau Nacional in Rio de Janiero, Brazil.

The fossilised bones come from the Late Cretaceous rocks of Sebe?-Glod in the Transylvanian Basin, Romania, which are approximately 68 million years old. The Transylvanian Basin is world-famous for its many Late Cretaceous fossils, including dinosaurs of many kinds, as well as fossilised mammals, turtles, lizards and ancient relatives of crocodiles.

A paper on the new species, named Eurazhdarcho langendorfensis has been published in the online journal PLoS ONE. Dr Darren Naish, from the University of Southampton's Vertebrate Palaeontology Research Group, who helped identify the new species, says: "Eurazhdarcho belong to a group of pterosaurs called the azhdarchids. These were long-necked, long-beaked pterosaurs whose wings were strongly adapted for a soaring lifestyle. Several features of their wing and hind limb bones show that they could fold their wings up and walk on all fours when needed.

"With a three-metre wingspan, Eurazhdarcho would have been large, but not gigantic. This is true of many of the animals so far discovered in Romania; they were often unusually small compared to their relatives elsewhere."

The discovery is the most complete example of an azhdarchid found in Europe so far and its discovery supports a long-argued theory about the behaviour of these types of creatures.

Dr Gareth Dyke, Senior Lecturer in Vertebrate Palaeontology, based at the National Oceanography Centre Southampton says: "Experts have argued for years over the lifestyle and behaviour of azhdarchids. It has been suggested that they grabbed prey from the water while in flight, that they patrolled wetlands and hunted in a heron or stork-like fashion, or that they were like gigantic sandpipers, hunting by pushing their long bills into mud.

"One of the newest ideas is that azhdarchids walked through forests, plains and other places in search of small animal prey. Eurazhdarcho supports this view of azhdarchids, since these fossils come from an inland, continental environment where there were forests and plains as well as large, meandering rivers and swampy regions."

Fossils from the region show that there were several places where both giant azhdarchids and small azhdarchids lived side by side. Eurazhdarcho's discovery indicates that there were many different animals hunting different prey in the region at the same time, demonstrating a much more complicated picture of the Late Cretaceous world than first thought.

Analysis - Global business groups oppose UK class-action proposal

NEW YORK (Reuters) - A groundbreaking proposal in Britain making it easier to bring antitrust class actions has business groups worldwide fearful that London will become a centre for litigation abuses.

Last week, Britain's government proposed a system of "collective actions" that would allow individuals and businesses be part of a class of plaintiffs even if they do not participate in the lawsuit. The proposal, which has yet to be drafted into legislation, would make it easier for individuals and small businesses to recoup damages from price-fixing cases.

The proposal would move Britain closer to the American class-action system, which Europeans have long resisted and derided for what they call its excesses. Under the current system in Britain, all members of a collective action must actively opt into a case and participate.

The government said changes are needed because it has become too costly to bring private lawsuits alleging anti-competitive behaviour.

"What is needed from government is to create the legal framework that will empower individual consumers and businesses to represent their own interests," wrote Britain's business minister Vince Cable in a paper outlining the government's proposal.

CHAMPION AND CRITIC

Cable, a Liberal Democrat in Conservative Party Prime Minister David Cameron's coalition government, is seen as a champion of the average citizen and a critic of the financial sector. Cameron has not publicly commented on the proposal.

Business groups in Britain and abroad have already lambasted the proposal. Confederation of British Industry Chief Policy Director Katja Hall said in a statement the government's proposal had "let the litigation genie out of the bottle by adopting U.S.-style collective actions."

The U.S. Chamber of Commerce Institute for Legal Reform echoed those concerns in a statement, predicting it would bring Britain closer to the "toxic U.S.-style litigation culture" and that it would burden business and hurt consumers.

Between 2005 and 2008, there were only 41 antitrust cases of any kind that reached a judgment, according to the British government. By contrast, there were 677 private antitrust lawsuits filed in the United States last year alone, according to statistics compiled by the Administrative Office of the United States Courts.

The government stressed it wanted to guard against "frivolous or unmeritorious litigation." The proposal would not allow two basic features of the American class-action antitrust practice: contingency fees which allow plaintiffs' lawyers to earn around a third of damages collected in many lawsuits; and treble damages which automatically triple damages under U.S. antitrust law.

Taking away those elements will make Britain "less attractive" to some American trial lawyers thinking of moving to London, said Jon Lawrence, a litigator at the London corporate law firm Freshfields Bruckhaus Deringer.

'LOSER PAYS' RULE

The proposal also keeps Britain's "loser pays" rule that makes those who bring unsuccessful cases pay the other side's costs. Few small businesses will want to risk losing, said Robert Lande, a law professor at the University of Baltimore School of Law who specializes in antitrust.

Another element of the British proposal that could discourage American class-action attorneys is a judicial test to assess the adequacy of the representative plaintiff, said Vincent Smith, a partner at the London law firm Sheppard & Smith. The goal of the provision, according to the government, is to prevent unmeritorious lawsuits from going forward.

American class-action attorneys who are used to choosing their own clients without a high degree of scrutiny will have to be prepared to change how they operate, Smith said.

"They will need to think hard before they dip their toes in and harder before they take a swim," Smith said.

Many have described the British government's proposal as a radical departure from the current system, and some lawyers said they expect the government eventually to take more steps to make the system friendlier to plaintiffs.

Michael Hausfeld, one of a few American plaintiffs' lawyers with operations in London, said he was "cautiously optimistic" about business opportunities for his firm under the plan.

Hausfeld played down the prohibition against contingency fees and treble damages. He noted that Britain allows for plaintiffs to collect interest on damages accrued prior to a judgment, which could help make up for the lack of treble damages.

He also noted that under Britain's rules, successful lawyers can seek a multiplier of their regular hourly fees.

But Hausfeld suggested the biggest victory to come from the proposal may be a shift in thinking about the value of class actions. He said he first raised the idea of introducing more American-style class actions in Britain 13 years ago at a gathering of parliamentarians and lawyers.

"We were called nutters," Hausfeld said.

Semiconductor physics: Taking control of spin

Jan. 31, 2013 ? Generating and sustaining electrical currents with unique properties for information processing comes closer to reality after a successful theoretical demonstration.

Spintronics is a form of signal processing similar to that used in traditional electronics, but it takes advantage of a property of electrons known as spin. Spin is often visualized as an arrow about which the electron rotates, much like a top spinning around its axis. Generating a stream of electrons in which these 'arrows' are all parallel -- a so-called spin-polarized current -- is the foundation upon which spintronics is based. Imperfections in a material, however, can easily destroy polarization. Simply applying an oscillating voltage across the device could help to maintain a spin-polarized current even in the presence of impurities, according to theoretical research by Seng Ghee Tan at the A*STAR Data Storage Institute, Singapore, and co?workers.

Tan and his colleagues considered a two-dimensional electron gas: a system in which the electrons can move only in one plane. When a spin-polarized current flows through such a material, the spins interact with the electron's motion through an effect known as Rashba spin-orbit coupling. This makes the spins start to 'wobble' or precess: at first they point upwards but then point downwards, and this reduces the total spin polarization to zero. "We want to prolong the life span of a spin current in the channel by controlling the strength of the Rashba coupling," says Tan. To this end, he and his team investigated a device, known as a spin-current rectifier, that lets a spin current flow with one particular polarization -- upwards only, for example.

The researchers developed a simple mathematical equation that predicts the behavior of the spin current as an alternating voltage is applied across the device. Their model shows that when the frequency of the voltage is zero, the spin polarization goes back and forth as expected. "However, by increasing the frequency, we see an increasingly asymmetrical pattern of oscillation in favor of positive polarization," explains Tan. "We call this a gradual process of rectification."

Their approach can even suppress precessional motion entirely. When the external modulation frequency is much faster than the natural precessional frequency of the spins, known as the Larmor frequency, the spins have no time to change direction so remain pointing upwards. Consequently, the system maintains a spin-polarized current.

Once spin currents can be sustained, spintronics will have all the potential of electronics with the additional advantage of an extra degree of control. The spin-current rectifier investigated by Tan and his co-workers could therefore become a vital component in this future technology.

Israel arrests 20 Hamas members in West Bank

RAMALLAH, West Bank (AP) ? Israeli forces arrested 20 members of the Palestinian militant group Hamas, including three lawmakers, in a raid early Monday in the West Bank, Hamas officials said.

The Israeli military confirmed arrests were made but would not elaborate further.

According to several Hamas officials, who spoke on condition of anonymity for fear of retribution, the arrests took place in the early morning all across the territory. One of those arrested was in charge of reconciliation talks between Hamas and its rival, the secular Fatah, according to the Hamas officials.

Palestinians have been deeply divided since Hamas overran Gaza in 2007, ousting forces from the Fatah party, led by the Western-backed Palestinian President Mahmoud Abbas, in bloody street battles. Abbas has since ruled only in parts of the West Bank, and Hamas has held sway in Gaza.

Multiple attempts to reach a long-elusive reconciliation agreement between the two Palestinian groups have not succeeded so far. And while efforts to end the split have failed, the two sides have tried to make a show of unity since Hamas' fierce battle with Israel in November and Fatah's subsequent recognition bid at the United Nations.

Israel considers Hamas a terrorist organization because it has carried out scores of deadly attacks, including suicide bombings against Israeli civilians.

Hamas lawmakers have been subject to arrests by Israel since the group defeated Fatah in the 2006 Palestinian election.

Designed to observe the hottest part of the sun ? its corona ? the small High-Resolution Coronal Imager (Hi-C) launched on a suborbital rocket that fell back to Earth without circling the planet even once. The experiment revealed never-before-seen "magnetic braids" of plasma roiling in the sun's outer layers, NASA announced today (Jan. 23)

"300 seconds of data may not seem like a lot to some, but it's actually a fair amount of data, in particular for an active region" of the sun, Jonathan Cirtain,?Hi-C mission?principal investigator at NASA's Marshall Space Flight Center in Huntsville, Ala., said during a NASA press conference today.

The solar telescope snapped a total of 165 photos during its mission, which lasted 10 minutes from launch to its parachute landing.

Hi-C launched from White Sands Missile Range in New Mexico?atop a sounding rocket in July 2012. The mission cost a total of $5 million ? a relative bargain for a NASA space mission, scientists said. "This mission exemplifies the three pillars of the [sounding rocket] program: world-class science, a breakthrough technology demonstration, and the training of the next generation of space scientists," said Jeff Newmark, a Sounding Rocket Program scientist at NASA Headquarters in Washington, D.C.

Hi-C?used a modified Cassegrain telescope with a 9.5-inch-diameter mirror to take close-up images of an active region on the sun, achieving a resolution equivalent to sighting a dime from 10 miles away.

While NASA already has telescopes in orbit constantly monitoring the whole?surface of the sun, such as the Solar Dynamics Observatory (SDO), the Hi-C mission allowed scientists to focus in on a smaller region than SDO is able to.

"SDO has a global view of the sun," Newmark said. "What this research does is act like a microscope and it zooms in on the real fine structure that's never been seen before."

The next step, the researchers said, is to design a follow-up instrument to take advantage of the new telescope technology tested out by Hi-C, to observe for a longer period of time on an orbital mission.

"Now we've proven it exists, so now we can go study it," said Karel Schrijver, a senior fellow at the Lockheed Martin Advanced Technology Center in Palo Alto, Calif., where the instrument was built.?
